Is No Objection Certificate Letter a must for expat that resigned

I have an expat working in our company and he resigned, is it mandatory for the company to provide the No Objection Certificate Letter

Not compulsory for company... but is compulsory for expat to get NOC in order to get a new visa from new employer... cause visa cancel before expired
