If a staff resigned with 3 months notice according to employment contract. But the company release him immediately. Can he request the company to serve him 3 months salary?

Yes, company still need to pay 3 month in-lieu unless both parties agree to no in-lieu payment. It is to be fair to employee because it asking staffs to give 3 month notice is a long period, the company probably did that to ensure they have ample time to get a replacement. But its not fair to ask employee who want to leave to not have salary for 3 months.
