Is it okay to complain everything during exit interview?

In the exit interview form, will it be okay for me to voice out all my complaints? Or I should keep quiet and leave all the questions blank so that it wouldn't affect my background check in my future job search?

I think it’s pretty essential for you to note down why exactly you left so that there’s a chance for them to improve in future. Just state that “this feedback is given in consideration for the company’s improvement, and is not done with any ill will”
