If WSP been approved, can the employer terminate staff?

What should we do if WSP has been approved and we just got the money in May, but then suddenly the boss unable to retain the staff and wanted to terminate them? We are in Industry selling cars.

You have to refund back the money to PERKESO. Not only those that are terminated, but for overall costs. But if the staff resign by themselves, therefore there is no need to refund.
