What is the procedure for demotion?

We have a staff who is not performing.   Previously very good but last two years bad.  Mgmt wants HR to take action.  So should I go for PIP first, 3 months monitor her performance.  Not performing, demote her, or demote her first coz not performing then put her in PIP and monitor.  Not achieve then termination.

Performance issue must first come with warning letter.


Then PIP take place.


If after PIP there is no improvement. Setup Domestic Inquiry, then company can choose want to demote or dismissal due to performance.

I will advice to do a PIP first. Good HR practice. With current situation, it may seen that employer are finding reasons to terminate staff. So HR must ensure proper steps are taken and fairness to employee is seen being done.
