Can I hold employee's salary until she done proper handover?

Hi Hr Experts, need some favor from u.. one of my employee is going to resign on 25/2/2020. Her position is account clerk... I have emailed her the Handover Forms earlier this month to handover all the works that is pending from her side...She never do anything and pass over to the next account clerk in a verbal way... In this situation should I hold her salary until she do proper handover?

NO.NO.NO AS IR regulations,employee are not ALLOWED to hold,deducte or amend any Salaries due after the cut of date which is 7th of the following Month. Any kind of situation, have to seek written permission & appropriate approval FROM IR.

Send email again for gentle reminder to settle all the handover. at least you have record that you mention twice to her on the last day, the manager must also sign whether did she clearance form whether she did her handover or not,Whatever it is we cant hold salary more than 7 days from salary cut off day Unless instruction from LHDN.
