If staff work for 7 hours entitled for a 1-hour break?

I have a staff whose working hrs are from 7am to 2.00pm.

in human psychology, people need to have a rest after 4 hours continues working. 1 hour break entitlement is compulsory for those who are working for 8 hours a day. Its being stated in act. but doesnt stated the break hour when to when

For my opinion, everyone have to work 8 hour + 1 hour break time depends on your company so for yr case the employee work only 7 hour is not entitle to have 1 hour break unless is work from 7am to 3 pm
