If staff is advised to stay at home and no MC is given, then staff would need to apply for annual leave. If annual leave has been fully utilized, then it is company's prerogative whether or not to allow unpaid leave. Most companies would consider to allow, based on the critical needs of the employee for the unpaid leave.

Morning, staff is treated at the hospital as daycare treatment? Not hospitalization then. If MC is given, then it should be treated as casual MC.

Sometimes doctors issue things like this in order to help employees justify taking emergency leave. An emergency leave can be paid or unpaid, depending on the company policy. But the company has no obligation to recognize this since it is not an MC, only a doctor's note.
