Can we hold employee salary back as 1 month notice in lieu

Hi everyone.i have few workers from sabah.they went back on leave for Christmas.now the situation is 2 of them will not come back, and another 2 probably come back to make sure they can get the salary only.

Absconded case: 1) write show cause letter 2) no reply within 3-5 days, send job abandonment saying the contract has been broken & demand for notice in lieu.

Its means we need to demand for them...if they not come back after received the salary

They 2 told they will come back but sometime not sure they will be back or not.how the company have rights to not issue them salary and take as notice in lieu if they are not coming back anymore..

Only for the 2 that have left... The other 2 that came back... Well, you can't hold their salary. Even if u know that once they get their salary, they will sure lari. So you have to talk the the 2 that came. Tell them, if you lari after dapat salary, ur names will be blacklisted. Any recommendations will not come from office.
