Clarification for Annual Leave balance for notice period

Need come clarification on Annual Leave balance. I have an expat in our company and he is currently in notice period. He has 5 leave balance left and either want to deduct from notice days or encash them.But his team manager is not approving to use those leaves as there are less teammates in their team. And No encash policy exit in company.

Personal opinion, regardless local or expat, employee who resign shd serve full notice period. Although your expat has 5 days AL balance, but it is at company discretion to approve his early release or not. If he needs to serve full notice period, then you need to do leave encashment.
