Car park subsidies, would it be EPF able or taxable?

I actually just get an amount from management to give to staff for parking allowance but need to come out a policy regarding this, just wonder what is the practical way to do this? Most of our staff are driving, but there is one or 2 staff home-based or taking public transport...so is it everyone should be entitled to it or I should exclude them?

If I am not wrong the last time I was with the company, they have allocated certain amount of subsidies which is based on reimbursement basis. And its only given to those who applied for a season parking which the parking fee was fixed on monthly basis. So by right those who drive will be enjoying the benefit.
