Why employers still wanted to cut salary?

i believe all the guideline given are perfectly clear and easy to understand, but why employers still insist to cut the employees Salary & leave?

if there's possible work from home, arrange for that & the business still can running as usual.

find good solution to handle this kind situation. the 14 days is Perintah Berkurung, of coz business will paralysed we can't do anything. this is disaster happens to our country even to the world. as per stated during this 14 days employers can't deduct employees salary or offset the leave - must obey the the instruction. as employer have to comply the regulations
