How to count OT allowances?

If our official shift hour is 11 pm to 7am and we ask staff to work 7 pm to 7am. Can we calculate their ot from 3am to 7am instead of 7 pm to 11 pm? What's the difference?

Any OT calculation shall be after they have completed the normal required hrs. In your case, if they start from 7.00pm, their normal working hours shall be 7.00pm to 3.00am. Any hours after 3.00am will be considered as OT. You can refer EA, defination of OT.
