Can we deduct employee salary that received WSP for UPL?

I want to ask regarding PSU/WSP, Let say the worker took AL but he doesnt have AL anymore , usually we will consider it as UL , but since the requirement for WSP is to not cut salary, so do we just pay full salary or are we allow to minus 1 UL from the salary?
