When a company cannot force to utilize AL, how about: Company close for festival (1 week), PH entitle 2 days. Balance 5 days where company decided to close for festival, employee's AL are being deducted.

in this case, I am of the opinion, when company itself decided to close for a week for public holiday while the actual days of public holiday leave is only 2 days, the company by itself actually INCREASE the numbers of days of PH totalling to 7 days. Thus, the company cannot later on deduct AL of the employees for the 5 balance days.
