I think the best to do is ask her to pay. If task delivered & checked only by that condition she do not need to pay as school consider her situation. I mean there is high risk she will ignore task if you dont have leverage on her. Pay money always a good leverage. If she dont pay, dont accept resign and report to JTK but another problem is..resignation was accepted.

Suppose that staff need to pay penalti for 3 month.Management deserve to ask him her to pay. Also its depends on budibicara. If school want to let him her to not pay but with certain condition. It is also acceptable.
